About Hazel D. Plant Women’s Treatment Facility
The Hazel D. Plant Women’s Treatment Facility was opened in 2005 in New Castle, Delaware. This is an exclusively female facility that offers the Road to Recovery (R2R) program. The program provides women offenders with comprehensive substance use disorder (SUD) treatment in conjunction with a work release component.
The program is administered by the Delaware Department of Corrections in partnership with behavioral and medical healthcare providers. They accept Medicare and Medicaid.
Employment Experience and Addiction Treatment
The program employs female offenders, which provides work experience as they go through the treatment program. Employment includes groundskeeping, laundry, housekeeping, telephone operations and food service opportunities.
New Castle is a historic town in Delaware. The town has well preserved buildings, cobblestone streets and museums. There are also opportunities for outdoor activities with trails, parks and historic sites.
The women participating in the program are in one of three treatment levels. These include programs that are 4-6 months, 6-9 months or 9-12 months. The length of treatment is determined by the amount of care required and the participant’s behavior.
A Range of Services
Clients engage in a range of treatments. These include interactive journaling, anger management, and educational classes such as learning about healthy relationships. Ongoing assessments are provided.
Clients have found the program helpful. One patient remarked, “In this place they gave me back my life,” Each woman has an individualized treatment plan. There are several facilities that offer the program in Delaware, and women may be moved among the facilities to complete their program.

In individual therapy, a patient meets one-on-one with a trained psychologist or counselor. Therapy is a pivotal part of effective substance abuse treatment, as it often covers root causes of addiction, including challenges faced by the patient in their social, family, and work/school life.
